Objectives
Scientific studies have shown that animals have feelings and ways of expressing feelings just like us. Therefore, we should respect and fulfill their basic needs. Article 51(A) (g) of the Constitution of India states that animals should be treated with humanity and compassion.
Therefore, in accordance with the Constitution of India, the Government of Tamil Nadu vide Government Order (Status) No. 208 Animal Husbandry, Dairying and Fisheries (AH3) Department, dated 24.10.2018, has constituted the "Tamil Nadu Animal Welfare Board" and registered under the Tamil Nadu Societies Registration Act, 1975.
Impart education and knowledge in relation to the human treatment of animals, create public awareness against unnecessary pain or suffering, and promote animal welfare through lectures, seminars, books, posters, cinematographic exhibitions, television and similar media.
Conduct training programmes in collaboration with AWBI for school children and the public interested in animal welfare activities.
Advise the State Government on ethical matters related to animal farms established for commercial breeding, research or experimentation purposes. Frame courses on Animal Welfare Ethology in curriculum in collaboration with Tamil Nadu institutions.
Board Formation
The main principle of this government is to increase production in a way that does not cause any hardship to the livestock, while increasing the productivity of the livestock.
The Tamil Nadu Animal Welfare Board was established in 2018 with the Honorable Chief Minister as the Chairman and the Honorable Minister of Animal Husbandry as the Vice Chairman.
The Animal Welfare Board of India, a statutory body under the Ministry of Fisheries, Animal Husbandry and Dairying, Government of India, carries out the objectives of the Prevention of Cruelty to Animals Act, 1960, through its respective State Animal Welfare Boards.
Board Structure
The Honorable Chief Minister will be the Chairman of the Tamil Nadu Animal Welfare Board and the Honorable Minister of Animal Husbandry will be the Vice Chairman. The other members of the Board will be the Chief Secretary, Principal Secretaries of the concerned departments, Directors, Registrars and Honorary Members of the Animal Cruelty Prevention Association.
The Board will have three standing committees namely the General Committee, the Executive Committee and the Standing Committee.
Acts, Rules & Regulations
All the rules regarding animal welfare, such as the Transportation of Animals Act, 1978, the Regulation of Livestock Markets Rules 2016, the Dog Breeding and Marketing Rules 2016, the Pet Shop Registration Rules 2018, the Animal Birth Control Rules 2023 and the establishment and regularization of Society for Prevention of Cruelty to Animals, are implemented and monitored by this Animal Welfare Board.
Vallalar Palluyir Kaapakangal Scheme
During the Tamil Nadu Government 2022 Budget Statement, it was announced that a new scheme called "Vallalar Palluyir Kaapakangal" will be launched to provide financial assistance to NGOs and charities that care for various animals, including abandoned, abandoned and injured pets, on the occasion of the 200th birth anniversary of Vallalar, the biodiversity icon who compared all living things and declared, "Whenever I saw a withered crop, I withered." A budget of Rs. 20.00 crore has been allocated for the implementation of this scheme in the financial year 2022-23.
